Monitoring visits were conducted at a number of institutions in Tashkent city
The Regional Representative of the Authorized Person of the Oliy Majlis for Human Rights (ombudsman) in Tashkent city conducted monitoring visits to Penal Colony No. 21, Specialized Hospital for Convicts No. 23, Settlement Colony No. 51 and its production facilities, Boarding Homes No. 1 and No. 2 for children with disabilities “Muruvvat”, the Tashkent City Mandatory Narcological Treatment Hospital, as well as the Republican Clinical Psychiatric Hospital and the Republican Hospital for Persons with Severe Mental Disorders under Enhanced Supervision.

During the monitoring visits, the conditions created for persons kept in these institutions were studied. In particular, sleeping and washing facilities, kitchens, medical units, the supply of food and medicines, cultural and library activities, opportunities for telephone communication, rooms allocated for meetings, searches, investigations and lawyers, as well as walking areas were inspected. The functioning of video surveillance systems installed in the institutions was also reviewed.

During the monitoring process, recommendations were provided to improve sanitary, living and working conditions for convicts at certain production facilities of Settlement Colony No. 51, as well as access to medical services and arrangements for meetings with relatives.

In addition, attention was drawn to ensuring patients at the Tashkent City Mandatory Narcological Treatment Hospital with necessary items, expanding admission opportunities for treatment, and creating appropriate conditions for meetings with relatives.

It should be noted that, in accordance with the Ombudsman’s conclusion submitted to the Ministry of Health, a number of deficiencies previously identified at the hospital have been eliminated. In particular, malfunctions in the water supply system were repaired, the heating system was replaced with a modern new unit, and nearly 370 million soums of debt related to security services was repaid.

Furthermore, during previous monitoring visits, the Ombudsman’s Regional Representative in Tashkent city had recommended that the administration of Boarding Home No. 2 for children with disabilities “Muruvvat” allocate a special room for admitting children and handing them over to their relatives, and equip the room and buildings with video surveillance cameras.

In accordance with the recommendation, 1 billion soums were allocated to equip the “Muruvvat” home with video surveillance cameras. A total of 10 monitoring screens and 640 surveillance cameras were installed.

During the monitoring visits, appeals left in the “Ombudsman boxes” and received during confidential receptions were taken under supervision. Legal clarifications were provided on-site regarding some appeals.

Based on the monitoring results, Ombudsman response documents regarding the identified shortcomings were submitted to the responsible ministries and agencies.
