Monitoring visits conducted to a number of closed institutions in Navoi Region
From 30 March to 1 April 2026, staff of the Office of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), together with members of the Public Group operating within the framework of the National Preventive Mechanism against torture under the Ombudsman, conducted monitoring visits to a number of closed institutions in Navoi Region where persons with restricted freedom of movement are held. Representatives of the mass media also took part in the process.

Within the framework of the monitoring, conditions for convicted persons were examined in Penal Enforcement Colonies No. 4 and No. 11 located in Navoi city. In particular, dining facilities, dormitories, household premises, medical units, visitation rooms, and production workshops were inspected.

The exercise of the rights of convicted persons and the activities of vocational training circles were also reviewed. In particular, training in sewing, electrical work, beekeeping, livestock and poultry farming, agriculture, carpentry, soft furniture production, and foreign languages was examined.

During the visits, collective and individual meetings were held with convicted persons, and individual receptions were conducted. In addition, “Ombudsman boxes” were checked and received appeals were taken under control.

The next facility visited was the temporary detention facility of the internal affairs body of Navoi city. Conditions of detention were examined, including living conditions, food provision, access to medical services, as well as the state of rooms for investigative activities and meetings with lawyers.

On 31 March and 1 April, conditions were also studied at colony-settlement No. 36 and at facilities where convicted persons are employed, as well as at the temporary detention facility of the internal affairs department of Zarafshan city, the Special Reception Facility for persons subjected to administrative arrest, the medical assistance point for persons in a state of intoxication, Penal Enforcement Colony No. 12, the “Muruvvat” residential care institution for men with disabilities in Nurota, and Penal Enforcement Colony No. 5 located in Kyzyltepa district.

It should be noted that foreign language learning circles have been organized in Penal Enforcement Colonies No. 4, 5, 11 and 12. Classrooms are equipped with 10 modern interactive boards and provided with methodological materials, textbooks, and necessary literature. Classes are conducted using video presentations, multimedia textbooks, electronic resources, and interactive games.

Following the monitoring results, the Ombudsman will submit response documents to the relevant ministries and agencies.

It should be recalled that analytical materials and recommendations based on the results of monitoring visits carried out by the Ombudsman within the framework of torture prevention are regularly submitted to the relevant state bodies.
