During the meeting, the report of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) on activities carried out in 2025 was reviewed.
In accordance with the law, the Ombudsman’s annual report is heard every year at sessions of the chambers of the Oliy Majlis of the Republic of Uzbekistan.
Prior to submitting the report to the Oliy Majlis, the Ombudsman has introduced the practice of preliminary discussion of the report within the Commission on Ensuring Compliance with Constitutional Rights and Freedoms of the Individual, with the participation of representatives of civil society institutions.
It was noted that in 2025, a total of 26,372 appeals were submitted to the Ombudsman by citizens of the Republic of Uzbekistan, foreign citizens and ombudsmen, stateless persons, public organizations, and other legal entities. This figure represents an increase of 12.6 percent compared to 2024. Notably, the number of appeals received through modern ICT tools — including the virtual reception, hotline, and mobile application — increased by 125 percent.
As a result of reviewing the appeals, with the assistance of the Ombudsman, more than 10.6 billion UZS was recovered in favor of citizens. Of this amount, 2.3 billion UZS related to wages and labor-related payments, while more than 3.9 billion UZS was paid as compensation for damaged housing.
In 2025, the Ombudsman and members of Public Monitoring Groups conducted 954 monitoring visits aimed at preventing torture. During these visits, 5,487 individual interviews were held with convicts and detainees, as well as collective meetings with more than 11,000 persons.
Participants of the meeting were informed about the Ombudsman’s activities in the areas of handling appeals, preventing torture, monitoring and legal analysis, international cooperation, legal awareness-raising, and cooperation with the media.
The Ombudsman consistently carries out activities in close cooperation with civil society institutions and non-governmental non-profit organizations.
The meeting also discussed existing social issues, possible solutions, and proposals for improving legislation in the field of human rights.
The Ombudsman emphasized that opinions and proposals expressed by representatives of civil society institutions, non-governmental organizations, and mass media would be taken into account when shaping the annual report to be submitted to the Oliy Majlis. This practice serves to ensure open and constructive dialogue with the public and to analyze pressing human rights issues.
