During the review, a direct conversation was held with the convicted person, and his medical records related to his health condition were examined.
According to medical documentation and the statements of the convicted person G.M., in 2023—prior to his admission to the institution—he suffered a myocardial infarction, underwent coronary artery stenting, and experienced an acute cerebrovascular accident (stroke). He has been diagnosed with ischemic heart disease, post-infarction cardiosclerosis, hypertension, and other chronic conditions.
The convicted person G.M. is a Group II person with a disability and, in accordance with medical prescriptions, received inpatient treatment in the Specialized Hospital for Convicted Persons No. 23 in the following periods: from 17 October to 7 November 2024; from 15 February to 11 March; from 27 March to 9 July; from 5 September to 1 October; and from 29 October to 26 November 2025.
According to G.M., he has not been involved in labor activities within the institution, is registered for dispensary supervision under medical conclusions, and remains under constant medical monitoring based on an individual health plan.
The convicted person G.M. submitted an appeal to the Ombudsman concerning the actions of responsible officials of the institution. Based on the facts stated in the appeal, the Ombudsman has submitted a formal request to the General Prosecutor’s Office in accordance with established procedure.
The Ombudsman has requested that this matter be examined in a comprehensive, thorough, and objective manner.
