Event Aimed at Enhancing Public Legal Awareness Held in Jizzakh
On 17 December 2025, a roundtable discussion aimed at enhancing the legal culture and legal awareness of the population was held in the city of Jizzakh. The event was organized by the Commissioner for Human Rights of the Oliy Majlis (Ombudsman) in cooperation with the Regional Office for Central Asia of the Konrad Adenauer Foundation.

The event was attended by members of the Commission under the Ombudsman on Compliance with Constitutional Rights and Freedoms, members of the Scientific Advisory Council, representatives of state bodies and civil society institutions, as well as legal scholars and experts.

An analysis of appeals received by the Ombudsman indicates a particularly high demand for legal knowledge and legal explanations among residents of remote areas.

In recent years, the Ombudsman institution has been consistently implementing targeted and needs-based legal education initiatives aimed at increasing public legal awareness. In particular, the “Ombudsman School” project has been launched to facilitate open dialogue and provide legal explanations directly to residents of remote regions.

In addition, innovative “Ombudsman Hour” lessons are being conducted in general education schools to teach students not only how to exercise their own rights, but also to respect the rights and freedoms of others.

Furthermore, the “Equality and Respect” project, which provides targeted psychological, legal, and social assistance to women affected by violence, is being implemented on a continuous basis.

These initiatives are carried out in cooperation with state bodies and civil society institutions and are aimed at explaining the substance of legal reforms, as well as mechanisms for protecting citizens’ rights and lawful interests. Legal outreach activities in this area are conducted systematically using modern, effective, and practical methods.

During the open and constructive dialogue, practical aspects of promoting legal culture were at the center of discussions. Particular attention was paid to strengthening legal awareness-raising activities among the population—especially women and youth—in remote areas, as well as preventing cases of violence through legal advocacy.

Participants also discussed modern approaches to building legal resilience against violations of privacy, the spread of false information, and the dissemination of views that undermine the rule of law on social media platforms.

The participants put forward specific proposals and recommendations on issues related to labor rights, social protection, gender equality, and ensuring the rights of children and persons with disabilities.

Following the roundtable discussion, the importance of strengthening cooperation between state bodies, civil society institutions, and the media, as well as organizing legal outreach activities based on local needs, was emphasized.
