Constitutional Values and Human Rights: Uzbekistan’s Experience Presented at the Baku International Conference
On 12 November 2025, an international conference titled “Constitution and the Rule of Law in Modern Legal Systems” was held in Baku. The event was dedicated to the 30th anniversary of the adoption of the Constitution of the Republic of Azerbaijan and the declaration of the “Year of the Constitution and Sovereignty” in the country.

The international conference was organized at the initiative of the Constitutional Court of the Republic of Azerbaijan and brought together representatives of international organizations, ombudspersons, heads of constitutional courts, scholars, and researchers.

During the opening ceremony, participants were addressed via video message by the President of the Republic of Azerbaijan. In the first thematic session, “Constitutional Values and Human Rights: Global Trends and Challenges,” the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman), Feruza Eshmatova, delivered a presentation. In her remarks, she highlighted the constitutional reforms implemented in Uzbekistan to strengthen human rights and the rule of law, as well as their practical outcomes.

Representatives of Albania, Bahrain, Georgia, Moldova, Pakistan, Thailand, Türkiye, Kyrgyzstan, and Kazakhstan also delivered presentations. Studying and comparatively analyzing various countries’ experiences in constitutional reforms became one of the central themes of the conference. Participants shared international practices related to the protection of human rights, consolidation of the rule of law, and safeguarding of state sovereignty.
