Issues of determining whether convicts have embarked on the path of rehabilitation are being reviewed with the participation of the Ombudsman’s regional representatives
As is known, commissions operate in penal institutions to determine whether convicts have embarked on the path of rehabilitation or not.

According to Article 102¹ of the Criminal-Executive Code of the Republic of Uzbekistan, the commissions include regional representatives of the Ombudsman, deputies of the local Councils of People’s Deputies, and representatives of public organizations.

Recently, meetings of such commissions were held in penal institutions and pre-trial detention centers in the city of Tashkent, as well as in the Surkhandarya, Syrdarya, Andijan, Khorezm, Samarkand, Namangan, Bukhara, Kashkadarya, Fergana, and Navoi regions, and the Republic of Karakalpakstan. In total, 16,435 convicts were recognized by the commissions as having embarked on the path of rehabilitation.

In particular, in Penal Colony No. 21 of Tashkent city and the Specialized Prison Hospital No. 23, commissions issued 1,087 conclusions recognizing convicts as having embarked on the path of rehabilitation.

In Syrdarya region’s settlement colony No. 40 — 542 convicts, in Samarkand region’s penal colony No. 38 — 418 and settlement colony No. 37 — 595, in Namangan region’s penal colony No. 6 — 1,181, in Bukhara region’s penal colony No. 1 — 1,140, No. 20 — 121, and No. 17 — 1,887, in Kashkadarya region’s penal colony No. 2 — 1,373 and No. 10 in Koson district — 1,075, in Navoi region’s colonies No. 4 — 1,472, No. 5 — 1,582, No. 11 — 1,289, No. 12 — 748, and settlement colony No. 36 — 337, while in the Republic of Karakalpakstan’s settlement colony No. 27 — 400 convicts were recognized as having embarked on the path of rehabilitation.

In addition, in pre-trial detention centers where convicts are serving their sentences while being engaged in maintenance work, the following numbers were recognized as having embarked on the path of rehabilitation: 11 in Surkhandarya region (pre-trial detention center No. 9), 21 in Syrdarya region (No. 8), 25 in Andijan region (No. 3), 9 in Khorezm region (No. 11), 18 in Namangan region (No. 6), 13 in Kashkadarya region (No. 5), 24 in Fergana region (No. 10), 18 in Bukhara region (No. 4), 42 in Navoi region, and 7 in the Republic of Karakalpakstan (No. 2).

When issuing conclusions, the commission members take into account the convicts’ compliance with internal regulations, labor discipline, interest in education and professional training, as well as participation in community works and cultural-educational events.
