As part of the cultural and educational caravan, well-known figures in the fields of science, art and culture who arrived in the region from across the republic held creative meetings and direct dialogues with the staff of the colonies and with the convicted persons held there. Political scientist, family law expert, Doctor of Philosophy, Professor Jamilya Shermukhamedova, Honored Artist of Uzbekistan Alisher Ruzmetov, theater and film actor Bahrom Usmanov, soloist of the State Philharmonic of Uzbekistan Fakhriddin Kholnazarov, head of the Navoi regional branch of the Republican Center for Spirituality and Enlightenment Rustam Khaitov and others promoted the values of human dignity, family unity and kindness. Following these sincere conversations, concert programs were presented.

At the same time, the Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Navoi region carried out monitoring visits to the above-mentioned institutions. During the visits, the conditions created for convicted persons were studied, including sleeping facilities, meals, medical care, visiting rooms, the library, and vocational training circles.

During the visits, mobile receptions were also organized for convicted persons and their relatives. Some of the appeals received were resolved on the spot, while legal clarifications were provided for others, and their execution was taken under control. The Ombudsman’s mailboxes installed in the institutions were also examined, and the appeals received through them were forwarded for execution.

During the visit to Colony No. 5 and conversations with relatives of convicted persons, reports were made of cases of prolonged waiting for long-term visits. This issue was studied and measures were identified together with the colony administration to resolve it.

The monitoring also examined the labor conditions of convicted persons, payment of wages, compliance with safety rules and sanitary standards. In addition, an intellectual game “Zakovat” was organized among convicted persons, in which the Regional Representative took part as a member of the jury.

Based on the results of the monitoring, documents in the form of Ombudsman’s impact measures were prepared and submitted to the relevant organizations.
