International Training Seminar on Preparing Alternative Reports to UN Treaty Bodies Held in Uzbekistan
From June 23 to 25, 2025, a three-day international training seminar on the topic “Current Issues in Preparing Alternative Reports to UN Treaty Bodies” was held in Tashkent. The event was organized by the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in cooperation with the OSCE Project Co-ordinator in Uzbekistan.

The seminar brought together representatives of government agencies, non-governmental non-profit organizations, and civil society institutions active in the field of human rights.

The main objective of the seminar was to strengthen practical skills for the effective preparation of alternative reports aimed at enhancing the participation of national institutions and civil society in the UN human rights treaty body system, increasing state accountability, and supporting ongoing reforms in the field of human rights.

The opening ceremony was attended by the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), Feruza Eshmatova, and the OSCE Project Co-ordinator in Uzbekistan, Antti Karttunen.

During the training, Elina Steinerte (United Kingdom), a member of the UN Subcommittee on Prevention of Torture and an international expert, as well as Azamat Shambulov (Spain), a specialist in the field of human rights, provided participants with theoretical and practical knowledge through interactive methods.

According to the Law of the Republic of Uzbekistan “On the Commissioner of the Oliy Majlis for Human Rights (Ombudsman)”, the Ombudsman has the authority to prepare and submit alternative reports to relevant international organizations concerning the implementation of the Republic of Uzbekistan’s international human rights obligations. These reports are developed in cooperation with civil society institutions and non-governmental non-profit organizations.

As part of the seminar program, practical sessions were held on effective cooperation with UN treaty bodies such as CAT and CERD, analysis of existing international recommendations, and techniques for preparing evidence-based alternative reports.

The training was conducted in an interactive format, with participants working in groups, engaging in analytical activities, and preparing practical recommendations.

At the conclusion of the seminar, all participants received certificates.
