Based on this appeal, the Ombudsman’s Regional Representative in Fergana, together with officials from the Regional Department of Ecology, Environmental Protection and Climate Change, conducted a joint inspection.
The investigation revealed that the facility had not been operating since September 2024. It was previously subjected to environmental inspections based on residents’ complaints and found to be non-compliant with environmental regulations. At that time, the company was instructed not to resume operations until a proper filtration system was installed.
During a follow-up inspection in April 2025, it was confirmed that a modern air filter system manufactured in China had been installed at the facility. This equipment is designed to purify air from harmful substances, including sulfides, and reduce its environmental impact. Specialists confirmed that the filter met all required technical standards.
It is worth noting that the Ombudsman continues to receive complaints concerning the operations of other brick manufacturing enterprises in Fergana region. Some of these facilities operate without proper dust and gas filtration systems, which restricts residents' right to live in a safe and healthy environment.
As a result, in order to protect the environmental rights of the population, the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) submitted a formal recommendation to the Fergana Regional Department of Ecology, Environmental Protection and Climate Change to conduct a comprehensive environmental monitoring of all brick factories operating in the region.
