The complaint stated that wages for January 2025 were underpaid. Based on the request of the Ombudsman’s Regional Representative in Jizzakh region, an inspection was conducted by a state labor inspector from the Zarbdor District Department for Poverty Reduction and Employment Promotion. The investigation confirmed the complaint.
In particular, it was found that employees working under harmful health conditions in the intensive care unit were not paid their due compensation in a timely manner. Additionally, several midwives and nurses working in the maternity ward were also not paid their additional allowances due to negligence by the accounting department. It was further revealed that a nurse on duty in the resuscitation department was not paid for her working days during her labor leave.
The investigation revealed violations of the requirements of the Labor Code of the Republic of Uzbekistan and regulatory acts governing remuneration procedures for medical personnel.
Following these findings, the Ombudsman submitted official recommendations to the heads of the Jizzakh Regional Department for Poverty Reduction and Employment, as well as the Regional Health Department.
As a result, the outstanding payments were made to the affected employees. A disciplinary sanction in the form of a “reprimand” was applied to the accountant of the Zarbdor District Medical Association, and an administrative fine equivalent to six times the base calculation amount (2,250,000 UZS) was imposed on the chief doctor under Part 1 of Article 49 of the Code of Administrative Liability.
