Report on the 2024 Activities of the Commissioner for Human Rights (Ombudsman) Reviewed by the Senate
At the fifth plenary session of the Senate, the report on the 2024 activities of the Commissioner of Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) was reviewed.

It was emphasized that in 2024, based on the new constitutional provisions, the Ombudsman institution continued to exercise effective parliamentary oversight over compliance with legislation on human rights, freedoms, and legal interests. The Ombudsman also contributed to the improvement of national legislation, the development of the national preventive mechanism, and enhancement of international cooperation, while working to increase citizens' legal awareness and culture. Notably, positive outcomes were achieved through efforts to prevent repeated appeals.

To provide more convenience for citizens, the Ombudsman.uz mobile application was launched in 2024, allowing users to submit appeals 24/7, track their status, register via OneID, upload and receive documents, submit appeals in Uzbek, Russian, and English, and access online legal consultations.

During the reporting year, based on citizens’ appeals, a total of 4.2 billion soums was recovered or marked for recovery in their favor. In addition:

  • Labor rights of 33 citizens were restored;
  • 23 citizens were provided with employment;
  • In 12 cases, citizens' pension rights were reinstated.

It was also noted that the Ombudsman regularly submitted analytical reports containing proposals and recommendations—based on appeal analysis and monitoring of closed institutions—to relevant authorities and agencies.

In line with the new powers granted under the revised Constitution, the Ombudsman developed and submitted a legislative proposal in 2024, which was considered by the Legislative Chamber and adopted through a relevant decision.

Additionally, based on the analysis of appeals related to state pensions and employment of socially vulnerable groups, two analytical reports with recommendations were submitted to the Cabinet of Ministers.

Throughout the year, various studies and monitoring activities were conducted, including on:

  • Preventing the negative impact of digital and AI technologies on human rights;
  • The Optional Protocol to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW).

As part of its mandate, the Ombudsman also conducted legal reviews of 87 draft laws and other regulatory documents submitted by government agencies, providing 309 proposals. Furthermore, nearly 100 proposals on 35 draft legal documents were considered and accepted by initiating authorities.

The “Ombudsman School” project aimed at raising legal awareness was implemented in 86 districts and cities across the country. The initiative included free medical examinations for local residents and job fairs organized in cooperation with “Ishga Marhamat” mono-centers. Senators recommended expanding the project's coverage to all districts in the coming years.

The Ombudsman’s work in preventing torture, international cooperation, legal advocacy, and public engagement was also discussed during the meeting.

It was noted that effective measures were taken to address identified violations of human rights and freedoms, and the volume of public legal outreach via media channels had increased.

Senators also provided recommendations and proposals on further strengthening the activities of the Ombudsman.

A relevant decision of the Senate was adopted following the discussion.
