What deficiencies were identified in the special reception center in the Republic of Karakalpakstan?
On September 5, 2024, the regional representative of the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) in the Republic of Karakalpakstan J. Shlymbetov made a monitoring visit to the special reception office of the Public Order Protection Department of the Public Security Service of the Ministry of Internal Affairs of the Republic of Karakalpakstan in Ellikkala district. Representatives of the nationwide movement “Yuksalish” and the non-governmental organization “Madad” also took part.

During the monitoring the conditions of accommodation, kitchen, showers, medical department, library, as well as places for walking of the detainees in the special reception center were examined.

In addition, collective and individual interviews were held with persons held in a special reception center.

A number of shortcomings have been identified in this special reception center, where persons are held in excess of the established capacity. In particular, it was found that the restrooms do not meet sanitary and hygienic requirements, there are few books in the library, and no measures have yet been taken to engage persons held in the institution in labor.

It has also been established that the Administrative Detention Procedure Act establishes a procedure for encouraging persons held in administrative detention and the disciplinary penalties imposed on them, and that there are no orders or register for encouraging persons held in the institution.

The regional representative of the Ombudsman prepared recommendations to the institution's management on the shortcomings identified during the monitoring.

In order to ensure that the shortcomings identified during the monitoring visit are addressed in a timely manner, the Ombudsman's recommendations are submitted to the relevant ministries and departments.

It should be recalled that following monitoring visits by the Ombudsman for the Prevention of Torture, analytical data on the shortcomings identified are submitted to the chambers of the Oliy Majlis.
