The regional representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Bukhara region carried out a series of monitoring visits to places holding persons with restricted freedom of movement. In particular, conditions were studied at Penal Colonies No. 20, No. 17, and No. 1; Pre-trial Detention Center No. 4; the Special Reception Center for persons subjected to administrative arrest in the city of Kagan; as well as the “Muruvvat” residential institution for women with disabilities in Bukhara. During the monitoring visits, the “Ombudsman’s Boxes” installed in the institutions were checked, and appeals from convicts and detainees were received.

In March 2025, the Regional Representative of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) in Andijan region conducted a monitoring visit to the Temporary Detention Facility of the Department of Internal Affairs of Izboskan district. The visit revealed a number of serious shortcomings, including violations of sanitary and hygienic standards, deficiencies in material and technical resources, issues with the sewage system, and instances of forced labor involving certain detainees.

In 2024, based on the results of a monitoring visit conducted to the Republican Psychiatric Hospital with Enhanced Supervision, located in the Almazar district, the Regional Representative of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) in Tashkent city sent official submission to the Ministry of Health to address identified shortcomings. In response to the Ombudsman’s submission, the Ministry reported that a supervisory plan had been developed for the hospital and that the identified deficiencies would be rectified within specified timeframes.
