At Pre-trial Detention Center No. 3, the monitoring team examined the dormitories for detainees and convicts, the canteen, library, medical unit, and rooms for short-term and long-term meetings. Group and individual interviews were also conducted with detainees and convicts.
On the same day, on the initiative of the Ombudsman and in cooperation with the regional Department of Health, an in-depth medical examination was organized at this detention center. More than 200 persons underwent examination by specialized doctors. As a result of the medical examinations, identified illnesses were placed under dispensary observation, and necessary medical procedures were prescribed on the basis of specialists’ recommendations.
During the monitoring of temporary detention facilities, special attention was given to eliminating the shortcomings identified in the Ombudsman’s submission following previous monitoring visits. These included issues related to sanitary and hygienic conditions, material and technical support, and sewage systems.
Following the monitoring visits, the Ombudsman ensures that measures of influence are submitted to the relevant ministries and agencies.
It should be noted that the analytical reports prepared by the Ombudsman on the results of monitoring visits within the framework of torture prevention are submitted not only to state bodies, but also to the chambers of the Oliy Majlis.
