Conditions at the “G‘amxo‘rlik” Centre and Temporary Detention Facilities in Bukhara Reviewed
As previously reported, monitoring visits to a number of closed institutions in the Bukhara Region are being conducted under the leadership of F. Eshmatova, Commissioner of the Oliy Majlis for Human Rights (Ombudsman), with the participation of staff from the Ombudsman’s Office and members of the public groups established under the Ombudsman to prevent torture and other cruel, inhuman or degrading treatment or punishment.

On the second day of the monitoring visits, the conditions at the “G‘amxo‘rlik” Centre for Men with Disabilities, located in Qorako‘l District, were reviewed. More than 300 people reside at the centre. Following the inspection, appropriate measures were identified to address certain shortcomings.

Monitoring visits were also conducted to the temporary detention facilities of the Qorako‘l District Department of Internal Affairs and the Bukhara City Department of Internal Affairs. At both facilities, the monitoring teams examined detention cells, interrogation rooms and the provision of medical services. In addition, the search room and sanitary and hygiene conditions at the Qorako‘l District facility were inspected, while the visit to the Bukhara City facility included an examination of the rooms designated for lawyers and the exercise areas for detainees.

The Ombudsman will submit the appropriate response measures to the Ministry of Internal Affairs regarding the shortcomings identified at the temporary detention facilities.

On the same day, a public reception was held at the office of the Ombudsman’s Regional Representative in the Bukhara Region, where citizens’ appeals were heard.
