During the monitoring visits, the delegation assessed living conditions, the provision of food, access to medical services, sanitary and hygiene conditions, and other issues related to the protection of human rights. The delegation also met with persons accommodated at the institutions to hear their concerns and proposals.
At the Special Reception Centre, no complaints were raised regarding food or medical services. However, several shortcomings related to living conditions in the detention cells were identified.
During the visit to the Rehabilitation Centre for Persons Without a Fixed Place of Residence, particular attention was paid to ensuring the continuity of medical services, given that individuals without identity documents may be admitted to the centre at any time of the day or night. It was noted that outside the working hours of the centre's medical staff, emergency medical services are called whenever necessary. It was agreed that proposals would be developed to further improve the organization of medical care in this area.
Following the monitoring visits, it was announced that the Ombudsman would submit proposals and recommendations, based on the identified findings, to the Legislative Chamber of the Oliy Majlis.
