During the monitoring visits, the conditions of detention of persons held in the above-mentioned institutions were examined, including sleeping accommodations, shower facilities, the dining area, the medical unit, the availability of food products and medicines and the conditions of their storage, the library, facilities for cultural and leisure activities, telephone communications, short-term and long-term visits, rooms for searches, investigative actions and meetings with lawyers, as well as conditions in outdoor exercise areas and the state of video surveillance cameras installed on the premises of the institutions.
During the monitoring, certain shortcomings were identified at the Men's Muruvvat Residential Institution in Karakul District. In particular, it was established that despite the completion of renovation works in the institution’s dining area, meals were being prepared in a temporary area outside the building that was not equipped in accordance with established requirements due to malfunctioning gas stoves.
In addition, appeals submitted through the “Ombudsman Boxes”, as well as during confidential receptions, were taken under review. Legal explanations were provided on-site regarding certain appeals.
Following the monitoring visits, it is reported that Ombudsman documents in the form of response measures will be submitted to the relevant ministries and agencies concerning the identified shortcomings.
