In particular, conditions were examined in Pre-trial Detention Center No. 11, the Special Reception Center for Persons Subjected to Administrative Arrest of the Khorezm Regional Department of Internal Affairs, the Rehabilitation Center for Persons without a Fixed Place of Residence, the Temporary Detention Facility of the Department of Internal Affairs of Urgench city, the psychoneurological hospital, the regional branch of the Republican Specialized Scientific and Practical Medical Center for Narcology, as well as the inter-district medical assistance unit for persons in a state of intoxication (sobering-up station) in Urgench city.

During the monitoring visits, the conditions of sleeping premises for persons held in the institutions, shower rooms, canteens, medical departments, storage conditions for food products and medicines, libraries, cultural leisure rooms, facilities for telephone communication and meetings, walking yards, search rooms, rooms for investigators and meetings with lawyers, as well as the condition of video surveillance cameras were examined.

The implementation of measures taken to eliminate shortcomings identified during previous monitoring visits was also reviewed.

In particular, following earlier recommendations regarding the insufficient number of rooms for lawyers in Pre-trial Detention Center No. 11, it was established that 672 million soums had been allocated for the establishment of an additional lawyers’ room. In addition, more than 300 million soums were allocated for landscaping and improvement works within the detention center territory.

At the Special Reception Center, it was recommended to consider the possibility of engaging detained persons in labor on a voluntary basis and in accordance with the procedure established by legislation. Particular attention was paid to creating opportunities for persons with alimony-related debts to reduce their задолженность through their own earnings and to cover expenses related to their stay at the Special Reception Center.

During the monitoring conducted at the psychoneurological hospital, it was found that some guardians do not regularly visit persons under their guardianship, while continuing to receive their pension payments.

In this regard, issues are being considered jointly with relevant authorities to examine such cases, provide legal assessment of the actions of persons improperly fulfilling guardianship obligations, and ensure that pension funds are spent in the interests of the actual beneficiaries.

At the Khorezm regional branch of the Republican Specialized Scientific and Practical Medical Center for Narcology, complaints related to the quality of catering services were examined. Following the monitoring, it was proposed to study compliance with the terms of the contract concluded with the outsourcing service provider and, if necessary, to review the contract.

Based on the monitoring results, recommendations made by the Ombudsman and members of the Public Groups under the Ombudsman will be submitted to the relevant ministries and agencies.
