The Ombudsman studied conditions in closed institutions of Jizzakh Region and identified measures to address shortcomings
The Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in Jizzakh Region conducted monitoring visits to temporary detention facilities (IVS) of internal affairs bodies in Jizzakh city, Dustlik, Zamin, Pakhtakor and Gallaorol districts, colony-settlements No. 29 and No. 30, Centers for Social and Legal Assistance to Minors, Centers for Rehabilitation of Persons without a Fixed Place of Residence, a Special Reception Facility for persons subjected to administrative arrest, the regional psychoneurological dispensary, the regional branch of the narcology service of the Republican Specialized Scientific and Practical Medical Center for Psychiatric Services, women’s residential care institutions “Muruvvat” for persons with disabilities (in Jizzakh and Zamin), as well as inter-district medical assistance points for persons in a state of intoxication (in Sharof Rashidov and Zamin districts).

During the monitoring visits, conditions in dormitories, sanitary and household facilities, dining areas, medical units, storage conditions for food and medicines, libraries, cultural and leisure areas, telephone communication facilities, long-term and short-term visitation rooms, search rooms, walking yards, rooms for investigative actions and meetings with lawyers, as well as video surveillance systems were examined.

The monitoring revealed several shortcomings. In particular, when reviewing personal files in the regional psychoneurological dispensary and the rehabilitation center for persons without a fixed place of residence, it was found that identity documents of the persons held were missing. Relevant measures were identified to ensure proper documentation.

At the inter-district medical assistance point in Sharof Rashidov district, cases of damage to video surveillance equipment, breaking of windows, and the use of physical force by intoxicated persons against medical personnel were identified.

According to paragraph 34 of Appendix 5 to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 1 December 2025 No. 754, security units are responsible for maintaining public order during the admission and provision of medical care to intoxicated persons, taking measures in case of offenses, and submitting proposals to ensure proper technical security and installation of alarm and video surveillance systems.

Articles 41 (insult) and 61 (intentional destruction or damage to property) of the Code of Administrative Responsibility of the Republic of Uzbekistan establish liability for such offenses.

Based on these findings, recommendations were provided to strengthen security services and eliminate the identified shortcomings.

At the inter-district point in Zamin district, it was found that first aid supplies are insufficient, separate rooms for security and medical staff are not organized, and bedding is worn out.

It was also established that video surveillance systems are not installed in certain premises (storage rooms) of the special reception facility.

Following the monitoring results, the Ombudsman submitted control letters to the relevant authorities.

During the monitoring, appeals received through the “Ombudsman boxes” were reviewed, and on-site receptions were conducted to receive citizens’ appeals.
