Within the framework of the visits, conditions were examined at the temporary detention facility (IVS) of the internal affairs bodies in Navoi city, Penal Enforcement Colonies No. 5 and No. 11, the Republican Specialized Scientific and Practical Medical Center for Psychiatric Services, including its narcology and psychiatry divisions, as well as the Center for Medical Assistance and Rehabilitation of persons in a state of intoxication operating under the Navoi regional branches of the narcology service. In addition, conditions were studied at the Special Reception Facility for persons subjected to administrative arrest.

During the monitoring visits, the living conditions of persons held in the institutions, food provision, medical services, involvement in labor, as well as rooms for long-term and short-term visits were examined. The sanitary condition of cells and buildings, video surveillance systems, and “Ombudsman boxes” were also inspected.

During the monitoring at the temporary detention facility of Navoi city, a number of shortcomings were identified in ensuring the rights of detained persons and the conditions provided for them. In particular, deficiencies were noted in information provision, living conditions, registration of appeals, and the organization of outdoor walks. Based on the identified issues, an Ombudsman’s submission was made to the relevant authority.

The study conducted in the Navoi regional branches of the Republican Specialized Scientific and Practical Medical Center for Psychiatric Services in the fields of narcology and psychiatry revealed compliance with sanitary and hygiene requirements in inpatient facilities, adequate provision of medicines, and the availability of necessary conditions for patients.

At the Special Reception Facility for persons subjected to administrative arrest, recommendations were provided regarding the creation of appropriate conditions for persons with disabilities.

During the monitoring visits, appeals from the “Ombudsman boxes” were collected for review. Collective meetings were held with convicted persons in Penal Enforcement Colonies No. 5 and No. 11, and individual appeals from convicted persons were received.
