Monitoring visits conducted in a number of closed institutions in Tashkent Region
The Regional Representative of the Commissioner of the Oliy Majlis for Human Rights (ombudsman) in Tashkent Region conducted monitoring visits to several institutions where persons with restricted freedom of movement are held.

The visits covered temporary detention facilities (IVS) of the internal affairs bodies in Nurafshan city, Tashkent district and Chirchik city; inter-district medical assistance points for persons in a state of intoxication located in Tashkent, Chirchik and Buka districts; Penal Enforcement Colony No. 7 in Bostanlyk district; Penal Enforcement Institution No. 13 in Chirchik city.

Monitoring visits were also carried out to colony-settlements No. 42, 50, 49, 44, 48, 47, 43 and 46, as well as to contract facilities located in Almalyk and Akhangaran cities and in Sergeli, Yangihayot, Akhangaran, Yukori-Chirchik, Zangiota and Buka districts. In addition, visits were conducted to Juvenile Colony No. 24 in Zangiota district, the Rehabilitation Center for Persons Without a Fixed Place of Residence in Nurafshan city, and the Special Reception Facility intended for persons subjected to administrative arrest.

During the monitoring visits, particular attention was paid to the conditions of dormitories, sanitary facilities, kitchens, medical units, storage areas for food products and medicines, libraries, cultural and leisure areas, telephone communication rooms, long-term and short-term visitation rooms, search rooms, walking yards, rooms for investigative actions and meetings with lawyers, as well as the condition of video surveillance cameras installed on the territories of the institutions.

The monitoring revealed several shortcomings. In particular, disciplinary units of colony-settlements No. 43 and No. 46, the temporary detention facilities in Nurafshan city and Tashkent district, as well as the sobering-up station operating under the Buka District Medical Association were found to require repairs.

In the disciplinary unit of colony-settlement No. 46 and in the sobering-up stations operating under the Buka District Medical Association and the Chirchik City Medical Association, shortcomings related to the heating system were identified.

It was also established that the temperature conditions in the Rehabilitation Center for Persons Without a Fixed Place of Residence in Nurafshan city are insufficient, and violations of sanitary and hygiene requirements were identified in the ventilation system and sleeping areas.

In the inter-district medical assistance point for persons in a state of intoxication operating under the Buka District Medical Association, soft inventory (mattresses) in the medical room was found to be unfit for use. In addition, it was identified that there are no doors in the rooms where persons are accommodated, and only metal bars are installed.

Following the monitoring results, the Ombudsman submitted response documents to the relevant ministries and agencies.
