During the monitoring visits, particular attention was paid to the functioning of video surveillance systems in closed institutions, duty documentation, medical rooms, availability of medicines, sanitary and hygienic conditions, preparedness of heating systems for the winter season, as well as the quality and quantity of food provided. In addition, individual and group meetings were held with persons held in these facilities.

In particular, a mobile reception was conducted by the Regional Representative of the Ombudsman at Detention Facility No. 11, during which detainees’ appeals were received in private.

Based on the shortcomings identified during the inspections, documents providing for response measures will be submitted.

It should be recalled that analytical reports prepared following monitoring visits conducted by the Ombudsman within the framework of preventing torture, including identified deficiencies, are submitted to the chambers of the Oliy Majlis.
