During the two-day study, conditions were examined in the pre-trial detention center No. 11, the special reception center for persons subjected to administrative arrest, the regional branch of the Republican Specialized Scientific and Practical Center of Narcology, the Regional Psychiatric Dispensary, the Regional Department of Internal Affairs’ Rehabilitation Center, the Temporary Detention Facility (TDF) of the Regional Department of Internal Affairs, the medical assistance point for persons in a state of intoxication in Khonka district, and the “Murovvat” home for men with disabilities in Khiva.
The monitoring visits assessed the living, nutrition, and healthcare conditions of persons held in pre-trial detention and temporary detention facilities. The state of cells, surveillance systems, inspection procedures, and medical rooms were also examined.
It should be noted that, according to the Ombudsman’s previous recommendations, the special reception center for persons subjected to administrative arrest and the medical assistance point for persons in a state of intoxication in Khonka district were renovated. During the monitoring, members of the public group reviewed the progress of these practical improvements on site.
Additionally, deficiencies previously identified at the regional branch of the Republican Specialized Scientific and Practical Center of Narcology and at the medical assistance point in Khonka district were rectified.
During the monitoring process, complaints received through the “Ombudsman Box” were reviewed, mobile receptions were held in the institutions, and citizens’ appeals were heard.
