Currently, seven minors are being held in this facility. During the monitoring, the conditions created for them were examined. In order to ensure continued access to education and prevent isolation from the outside world, a classroom has been established within the facility and is equipped with all necessary learning materials. Teachers assigned by the regional Department of Public Education conduct regular lessons, and psychologists organize training sessions focused on upbringing and personal development. During the visit, three minors submitted appeals.
The monitoring also reviewed conditions related to living, nutrition, access to outdoor walks, and medical assistance for all detainees.
On the same day, an intellectual game "Zakovat" was organized among convicts assigned to household work duties. Participants competed by answering questions in literature, history, geography, and logic. Winners and active participants were recognized, and notably, letters of appreciation were presented to the parents of the winning convicts, along with the opportunity for early visitation. Such initiatives aim to foster a positive atmosphere and support the social reintegration of convicts.
An awareness-raising session was also held for detention staff, where national and international norms concerning the rights of convicts and detainees, humane treatment, and appropriate detention conditions were discussed. Particular attention was given to the focus areas and priorities of the monitoring activities conducted by the Ombudsman.
Within the framework of the event, the Ombudsman’s regional representative accepted appeals from individuals and legal entities and provided relevant legal clarifications.
The working day concluded with a visit to the Yangiyer City Medical Association in order to study an appeal submitted by a detainee.
