 Ombudsman School: Open Dialogues Organized in Remote Areas to Raise Legal Literacy Based on the Analysis of Citizens’ Appeals
As is known, the “Ombudsman School” project is implemented at the initiative of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) with the aim of increasing public legal literacy, studying pressing issues raised in citizens' appeals, and providing legal clarification. A key feature of the project is that its topics are selected based on the analysis of actual appeals submitted to the Ombudsman.

The latest events under the project were held in the Republic of Karakalpakstan and in Bukhara, Navoi, Samarkand, and Kashkadarya regions. The events were attended by senators and deputies, relevant government officials, representatives of civil society institutions, and members of the public.

Given the relevance of the issues concerning the recognition of rights to unauthorized constructions and procedures related to the state cadastre, “Ombudsman School” events were organized in the “Taslaq”, “Ata Makan”, “Havo Yo‘li”, “Jolshilar”, “Garezsizlik”, “Do‘stlik Gozari”, “Botanika Bog‘i” and “Xalqlar Do‘stligi” mahallas of the city of Nukus, as well as in the “Quvvacha”, “Yangi Bozor” and “Arna” mahallas of Qorako‘l district in Bukhara region. Citizens also received responses to questions on other topics.

During meetings in the “Yangi Hayot”, “Keskanterak”, “Guliston” and “Qorajon” mahallas of Navbahor district in Navoi region, participants were informed about employment opportunities, poverty reduction efforts, entrepreneurship development, and recent changes in the social protection system. Legal explanations were also provided on the new Law on the Ombudsman and the powers of regional representatives. Citizens’ appeals were heard through mobile receptions.

Furthermore, open dialogues were held with youth at universities in Samarkand and Kashkadarya regions — at the Uzbekistan–Finland Pedagogical Institute in Samarkand city and the Karshi Technical University.

Based on students’ interests, topics discussed included the procedure for joining the civil service, reforms in the education system, healthy lifestyles, media literacy, information analysis, and protection from online threats.

The events also highlighted the state’s policies supporting young people and the privileges and opportunities available to them. Notably, students reported learning about legal mechanisms and benefits previously unknown to them.

The “Ombudsman School” continues to be implemented as an important initiative aimed at enhancing legal awareness, identifying and resolving issues raised in appeals, and achieving practical outcomes through cooperation with relevant government agencies.

Within the framework of the project, the Ombudsman’s regional representatives also conducted mobile receptions during which numerous citizens' appeals were accepted.
