During the events, participants received explanations on the provisions of the Law of the Republic of Uzbekistan "On the Commissioner of the Oliy Majlis for Human Rights (Ombudsman)", as well as on the legal framework governing the Ombudsman's activities in the prevention of torture.
The discussions emphasized that ensuring human rights is the direct responsibility of every public official and that respecting the rights and legitimate interests of convicted persons and detainees held in penal colonies and pre-trial detention centres, as well as preventing any form of psychological, moral or physical abuse against them, is a legal obligation. It was also noted that human dignity is recognized as the highest value in Uzbekistan and that this principle must be strictly upheld in the operation of closed institutions.
Participants also received legal explanations on issues of interest to them.
In addition, within the framework of the "Ombudsman School" project, the Ombudsman's Regional Representative organized an event at the "Gamkhurlik" Centre for persons with disabilities in the city of Bukhara. Social workers of the institution were briefed on the key provisions of the Presidential Decree of the Republic of Uzbekistan on improving the system of social services for persons with disabilities with mental health conditions, followed by an exchange of views on the reforms being implemented in this area.
