Issues of Strengthening the Ombudsman Institution in Line with the Requirements of the Global Alliance of National Human Rights Institutions (GANHRI) Discussed
On 14 July 2026, a two-day seminar dedicated to further strengthening the institution of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) in accordance with international standards commenced in Tashkent. The event is being held in cooperation with the Office of the United Nations High Commissioner for Human Rights (OHCHR).
The seminar is attended by Omer Fischer, Human Rights Adviser at the OHCHR Regional Office for Central Asia, and Matthias Klettermayer, Human Rights Officer of the National Institutions and Regional Mechanisms Section of the Office of the United Nations High Commissioner for Human Rights.
The main objective of the seminar is to implement the recommendations issued by the Sub-Committee on Accreditation (SCA) of the Global Alliance of National Human Rights Institutions (GANHRI), further align the Ombudsman institution with the Paris Principles, and discuss international experience in this field.
During the seminar, participants discussed key aspects of the Ombudsman institution's compliance with international standards, including the appointment process of the Ombudsman, cooperation with the international human rights system and civil society organizations, mechanisms for responding to human rights violations, financial independence, institutional capacity, strategic planning and regional outreach. Participants also exchanged views on the United Nations accreditation process and considered the development of a roadmap outlining further practical steps for implementing the SCA recommendations.
Presentations were also delivered on the progress achieved since the Ombudsman institution obtained GANHRI "B" status accreditation in 2020. In particular, participants were briefed on the system for handling citizens' appeals, activities carried out under the National Preventive Mechanism against torture, the institution of regional representatives, cooperation with public representatives, monitoring and analytical work, as well as initiatives aimed at improving human rights legislation.
