The primary objective of these activities is to provide convicted persons and detainees with information about their rights, procedures for addressing the Ombudsman, existing safeguards for the prevention of torture and other forms of cruel treatment, as well as socio-legal opportunities available to them for reintegration into society after serving their sentences.
Within the framework of the “Ombudsman School” platform, open dialogues were held with convicted persons and detainees in Settlement Colony No. 27 of the Republic of Karakalpakstan, Settlement Colony No. 40 of Syrdarya region, Settlement Colony No. 41 of Surkhandarya region, Pre-trial Detention Center No. 10 of Fergana region, and Pre-trial Detention Center No. 11 of Khorezm region. Approximately 300 individuals participated in these events.
The events were also attended by responsible representatives of regional probation services and territorial divisions of the National Agency for Social Protection, who provided essential information to persons serving sentences, including those approaching release.
In particular, explanations were provided regarding the Ombudsman’s mandate to exercise public oversight over the observance of human rights in closed institutions, the right of convicted persons and detainees to submit appeals, and guarantees against any form of pressure on individuals who file complaints.
In addition, participants were informed about probation procedures, social support measures for released persons, access to medical examinations, eligibility for one-time financial assistance, and other opportunities available to persons serving sentences.
During the dialogues, convicted persons and detainees raised questions of interest and received appropriate legal clarifications. The high level of engagement demonstrated a significant need to further strengthen legal awareness in this area.
Following the events, outreach receptions were also conducted, during which appeals from convicted persons and detainees were received. The majority of issues raised were addressed on the spot in cooperation with relevant authorities, while those requiring further examination were taken under the Ombudsman’s control.
