During the meeting, the reports of the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) on activities carried out in 2025 and of the Authorized Person for Children’s Rights (Children’s Ombudsman) on compliance by state authorities with legislation on the rights of the child were discussed.
The senators reviewed issues related to ensuring the execution of submissions, applications, claims, as well as advisory opinions of the Ombudsman addressed to state bodies, organizations and their officials for consideration, with a view to protecting citizens’ rights and freedoms in the socio-economic sphere and preventing violations of the law.
It was noted that in 2025, a total of 26,372 appeals were received by the Ombudsman. Of these, 7,558 concerned economic issues, 6,729 social issues, 4,255 personal rights and freedoms, 2,841 political rights, 1,257 children’s rights, 284 environmental matters, and 725 other areas.
The meeting also considered the report of the Authorized Person for Children’s Rights on the state of compliance by government bodies, including law enforcement agencies, with legislation on the rights of the child.
During the discussion, it was emphasized that, within the framework of the activities of the Children’s Ombudsman, efforts to improve legislation aimed at protecting the interests of children continued. In the reporting year, a number of regulatory legal acts were adopted in this field. The number of appeals addressed to the Authorized Person also increased significantly.
Of the appeals received, 509 (26.3%) were resolved positively, 708 (36.6%) were provided with legal explanations, and 573 (29.6%) were forwarded to the competent authorities.
The senators put forward recommendations aimed at enhancing the effectiveness of the measures applied by the Authorized Person for Children’s Rights, improving the quality of work with appeals, and strengthening oversight and executive discipline.
Following the discussion, the committees adopted a joint decision to include the reports on the agenda of the upcoming plenary session of the Senate.
