The draft law provides for important provisions aimed at revising certain existing procedures applicable to persons held in pre-trial detention facilities and expanding opportunities to meet their daily needs.
In particular, it предусматривает granting persons held in pre-trial detention facilities the opportunity to take walks for at least two hours on rest days and non-working public holidays; establishing the right to spend funds each month in an amount up to one minimum wage to purchase food products and essential items; as well as allowing the purchase of clothing and footwear on rest days and non-working public holidays.
This legislative proposal was submitted under the right of legislative initiative by the Commissioner of the Oliy Majlis for Human Rights (Ombudsman). The draft was developed based on the results of monitoring visits conducted by the Ombudsman and the Public Groups under the Ombudsman, as well as on the analysis of appeals received from detainees and their relatives.
