Citizen’s Right to Freedom of Movement Restored
The Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) received a complaint from a citizen, O.Yu., residing in Ishtikhon district of Samarkand region.

According to the complaint, since 2019 the citizen had been paying alimony for the maintenance of his children. As of 5 February 2025, his obligation to pay alimony ceased due to his youngest child reaching the age of 18. Although all debts had been fully settled, the temporary travel restriction imposed by the Ishtikhon District Department of the Bureau of Compulsory Enforcement was not lifted.

The citizen had submitted multiple requests to lift the travel ban, but no effective result was achieved.

According to Article 32 of the Constitution of the Republic of Uzbekistan, everyone has the right to freely leave the Republic of Uzbekistan, except for limitations established by law. A citizen of the Republic of Uzbekistan has the right to return to Uzbekistan without hindrance.

As a result of the review conducted by the Regional Representative of the  Ombudsman  in Samarkand region, the citizen’s constitutional right to freedom of movement was duly restored.
