In 1968-1970 he worked in the collective farm of the Jarkurgan district of the Surkhandarya region, in 1970-1975 he graduated from the Tashkent Polytechnic Institute. In 1994 he graduated in absentia from the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers.

In 1975-1982 he worked as an engineer, head of a laboratory in the 26th trust of the Zharkurgan region, in 1982-1984 in military service, in 1984-1987 as an instructor in the party committee of the Zharkurgan region, in 1987-1989 as a student of the Tashkent Higher Party School.

Since January 24, 2022, he has been working as the Regional Representative of the Commissioner of Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) in the Surkhandarya region

Kamalov was born in 1974 in the Kuyichirchik district of the Tashkent region. Higher education, majoring in history teacher, specialist in jurisprudence. He has a special title "lawyer of the 3rd class".

In 2015-2017 he was the legal adviser of the Department of Secondary Specialized and Vocational Education of the Tashkent region, in 2017-2018 he was the chief legal adviser of the Legal Bureau of the State Inspectorate for Quality Control of Education under the Cabinet of Ministers.
