The bill consists of nine chapters and 56 articles, and its main purpose is to enhance the importance of the institution of the Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) in the protection of human rights and freedoms, improve the institutional framework for the Ombudsman's work, expand its powers and presence in the regions, and strengthen its role in preventing torture and other inhuman or degrading treatment.

As it was noted, this bill was developed by a group of deputies within the framework of their right of legislative initiative. The participants of the event paid special attention to the content, necessity and significance of the bill, as well as made their proposals.

It should be noted that the experience of more than 30 countries, including Finland, Poland, Bulgaria, Hungary, Serbia, Greece, Spain, the Russian Federation, Armenia, Azerbaijan, Ukraine, Kazakhstan, Kyrgyzstan, Tajikistan and other countries was thoroughly studied in preparing this draft law.

The discussions also touched upon the new norms contained in the draft law. In particular, it was emphasized that it provides for effective mechanisms relevant to the protection of human rights.

At the end of the roundtable, it was agreed that reasonable suggestions made by the participants would be taken into account in finalizing the draft law.
