Inclusive Learning Platform: Ombudsman Launches the “Young Legal Scholar” Quiz

In cooperation with the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), the Senate of the Oliy Majlis and the Federation of Trade Unions, a new season of the “Young Legal Scholar” quiz for children with disabilities has been launched on the occasion of 3 December — International Day of Persons with Disabilities, and 10 December — Human Rights Day.
Civil Society Week Launched

On 1 December 2025, a dialogue platform — the “Civil Society Week” — was launched at the Youth Creativity Palace in Tashkent to review the progress made in the field of civil society institutions and to develop proposals for further advancing the sector.
Briefing of the Commissioner of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) on the Results of Activities for the First Nine Months of 2025

In the first 9 months of 2025, the Ombudsman received 15,385 appeals from citizens of the Republic of Uzbekistan, citizens and ombudspersons of foreign states, stateless persons, public organizations and other legal entities. Of these, 2,097 appeals were submitted by persons held in places where freedom of movement is restricted, as well as by their close relatives and defence lawyers (attorneys).
Ombudsman in Bukhara: complaints of convicts and detainees are being examined on-site, an expanded medical unit has been launched, and overcrowding issues at the Special Reception Centre are being addressed

On 28 November 2025, under the leadership of the Commissioner of the Oliy Majlis for Human Rights (Ombudsman), members of the Public Groups operating within the National Preventive Mechanism for the Prevention of Torture carried out monitoring visits to several penitentiary institutions in Bukhara region. Media representatives also took part in the visits.
Students’ knowledge of human rights is being strengthened

Since 2024, the “Ombudsman Hour” lessons, conducted in schools across the country in cooperation between the Human Rights Commissioner (Ombudsman) of the Oliy Majlis and the Ministry of Preschool and School Education, have been attracting increasing interest from students. Because human rights and responsibilities are explained through examples drawn from everyday life, students are actively participating in these lessons.

On 27 November 2025, during her working visit to Bukhara region, the Human Rights Commissioner (Ombudsman) of the Oliy Majlis held a mobile citizen reception. During the reception, citizens mainly submitted appeals related to labour and social rights.

On 26 November 2025, the Parliamentary Research Institute, in cooperation with the Uzbekistan Office of Germany’s Konrad Adenauer Foundation, held an international scientific-practical conference on “Effective Parliamentary Oversight: National and International Experience.” The event was attended by deputies of the Legislative Chamber of the Oliy Majlis, the Human Rights Commissioner (Ombudsman) of the Oliy Majlis, the Ombudsperson for Children’s Rights (Children’s Ombudsman), as well as international experts, professors, members of the Youth Parliament and media representatives from Germany, Finland, India and Hungary.

The Regional Representative of the Human Rights Commissioner (Ombudsman) in Surkhandarya carried out monitoring visits to the Temporary Detention Facility of the Denov District DIA, the special reception center for persons placed under administrative arrest, Penal Colony No. 41, Psychiatric Hospital No. 2, and the Denov “Muruvvat” boarding home for men with disabilities.
