Gender indicators across the Ombudsman’s Office

Among the Ombudsman’s Regional Representatives: women — 14%, men — 86%.
Although the share of women among regional representatives is currently lower, this is mainly related to the organizational structure. Each region has only one representative, and appointments prioritize work experience, capacity, and practical skills in the human rights field.
At the same time, measures have been set to increase the number of women personnel and ensure their active participation in regional mandates.
Within the Ombudsman’s Commission: 35 members in total, of whom women — 30%, men — 70%.
These figures show that gender equality is being ensured systemically within the institution and that women are actively represented at leadership level.
Responsible leader for gender policy
The task of ensuring equal rights and opportunities for women and men is assigned to the Deputy Ombudsman, who is responsible for implementing state policy in this area.
Professional development and equal opportunities
Equal opportunities are provided for all employees of the Ombudsman’s Office to participate in training courses and seminars. Participation in professional development is mandatory for all staff, and strict adherence to gender-equality principles is ensured in overseas trainings and internships.
In particular:

21–23 October 2024 — international seminar-training on “Classification of crimes against women and children subjected to pressure and violence, and effective communication with them”;

11 August 2025 — seminar on “Mechanisms to combat violence against women and children on social networks.”
Conditions for women prisoners
Under the Ombudsman’s leadership, recommendations aimed at ensuring women’s rights in facilities where persons with restricted freedom of movement are held have been implemented.
Specifically, on the Ombudsman’s recommendation, a 50-bed women’s unit was opened on the basis of Specialized Hospital No. 23 for prisoners, ensuring equal access of women prisoners to medical services.
“Equality and Respect” project
The “Equality and Respect” project aimed at ensuring gender equality and protecting women’s rights is being implemented, within which regular seminars and trainings are held for government agencies and civil society representatives.
Raising women’s legal awareness
To increase legal literacy among women, more than 10 video clips have been produced and widely disseminated on social networks. In addition, at “Ombudsman School” events across the country, systematic legal outreach is conducted on women’s rights and gender-equality issues.
Equal access in handling appeals
In the Ombudsman’s activities, equal opportunities are provided for all persons in receiving, reviewing, and monitoring appeals.
Appeals are accepted regardless of race, gender, or nationality, and an equal legal approach is ensured for all citizens.
Gender analysis of appeals
In 2024, a total of 23,422 appeals were received by the Ombudsman from citizens of the Republic of Uzbekistan, foreign nationals, and stateless persons.
Of these:
