Ombudsman’s Annual Reports
In accordance with the Article 7 of the Law “On the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan on Human Rights (Ombudsman)” Ombudsman presents his Activity Report on annual basis before the Legislative Chamber and the Senate of the Parliament, where he outlines the results of his activities for a year. In his presentation Ombudsman talks about effectiveness in consideration of citizens’ complaints, presents quantitative and qualitative data as regards the received complaints and recommendations from citizens, as well as provides information on the implementation of monitoring activities in the area of observance of human rights locally, on his proposals on the improvement of legislation and bringing it in accordance with the standards and principles of international human rights law, on educational and awareness raising campaigns aimed at promotion of human rights and freedoms.
Ombudsman’s Annual Reports is heard at the sessions of the Chambers of the Oliy Majlis of the Republic of Uzbekistan. Not later than on 15th of February of the year, following after the reporting period, the Legislative Chamber hears the Annual Activity Report of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman). Based on the outcomes of discussions related to the report presented by Ombudsman, the Legislative Chamber adopts a resolution, which is sent to the Senate within 10 days. The Senate hears the Annual Activity Report of Ombudsman during its session on annual basis. The resolution made by Senate as regards the Activity Report of Ombudsman, is sent back to the Legislative Chamber within 10 days of its adoption.
Annual Activity Report of the Authorized Person for Human Rights (Ombudsman) is published annually in the Gazette of the Chambers of the Oliy Majlis of the Republic of Uzbekistan.
Annual Activity Report of Ombudsman is distributed among the deputies of the Legislative Chamber and the members of the Parliamentary Senate, members of government. Annotated version of the Report is prepared in three languages (Uzbek, Russian, English) and is widely distributed: it is sent to the Khokimiats [Mayor’s Offices] of regions, cities, districts, to the ministries and departments of the Republic, to law enforcement bodies and the judiciary, higher educational institutions, scientific and research institutions, libraries, non-governmental organizations and political parties, mass media outlets.
